Senator Hale, of Maine, delivered an impassioned speechin the Senate on the 19th, declaring that nine-tenthsof the American people sympathized with the Boersin their struggle with Great Britain. He said thatthe war had been brought on b.v a sharp CabinetMinister engaged with gold speculators. The Pension Appropriation bill, carrying $145,245,250, waspassed by Ihe House on the 19th after a sharp debate,in which the Northern Democrats assailed the Com-missioner of Pensions. Representative Payne, of New York, chairman of theWays and Means Committee, introduced a bill on the19th to e.vtend the customs laws of the United Statesto Puerto Rico, and make it a customs district.
